Government to launch e-Shram portal
- The central government will launch the e-SHRAM portal to maintain a database of workers in the unorganised sector on August 26.
- More than 90% of the total workforce has been engaged in the informal economy.
National Database of Unorganised workers(E-Shram portal):
- It is a national database of unorganised workers.
- Through this portal the government aims to register 38 crore unorganised workers such as construction labourers, migrant workforce, street vendors, and domestic workers, among others.
- The objective is to integrate the social security schemes of the government for the unorganised workers.
- As part of the initiative, the workers will be issued an e-SHRAM card containing a 12 digit unique number.
- The details of the workers will also be shared by state governments and departments.
- A worker can register using his/her Aadhaar card number and bank account details, apart from filling in other necessary details like date of birth, home town, mobile number, and social category.
Unorganized sector:
- It means an enterprise owned by individuals or self-employed workers and engaged in the production or sale of goods or providing service of any kind whatsoever, and where the enterprise employs workers, the number of such workers is less than ten.
Unorganized worker:
- An Unorganized worker means a home-based worker, self-employed worker or a wage worker in the unorganised sector and includes a worker in the organised sector who is not covered by any of the Acts mentioned in Schedule II to Unorganised Workers Social Security Act, 2008.
Issued & challenge for unorganized workers:
- Very low wages
- Maximum workers do not have any perfect living areas near to their work place
- They do not have any knowledge about work hazards and occupational safety
- Overtime, paid holiday or sick leave are not provided to them
- They do not have idea on Trade Union/ labour union
- High level job insecurity is a common phenomenon unorganized sector
- Women and child workers are vulnerable and draw very low wages
- Maximum workers are living in a very deplorable condition:
- Lack of quality employment due to fraudulent acting of contractor
- Loss of employment due to silly reason is a natural incident
- Numbers of harassment issues at work place for working Women
- Bonded labor
