Manipur launches e-ILP platform
- The Manipur government has launched the e-ILP platform for effective regulation of the Inner Line Permit (ILP) system in the state.
- It will be effective in regulating the entry, exit and tracking of visitors who are overstaying beyond the permitted duration
ackground of ILP System:
- The Bengal Eastern Frontier Regulations, 1873, promulgated to protect the Crown’s interest in the tea, oil and elephant trade.
- As per the regulation, it prohibited “British subjects” from entering into these “Protected Areas” (to prevent them from establishing any commercial venture that could rival the Crown’s agents).
- After independence, in 1950, the word “British subjects” was replaced by “Citizen of India''.
- It continues to be used in India, officially to protect tribal cultures in northeastern India.
Inner Line Permit (ILP) system:
- The Inner Line, concept drawn by Britishers, used to separate the tribal-populated hill areas in the North-Eastern parts of India from the Great Indian Plains.
- It is an official travel document issued by the Government to allow inward travel of an Indian citizen into a protected area for a limited period.
- It is obligatory for Indian citizens from outside those states to obtain a permit for entering into the protected state.
There are two types of ILPs:
- For tourists
- For people who intend to stay for long-term periods, often for employment purposes.
- Currently, four North eastern states which require ILP are Arunachal Pradesh, Mizoram, Nagaland and Manipur.
- The ILP system came into effect in Manipur on 1st January 2020.
